Aloha Council Members,
Regarding Bill 119 -
I do have some major concerns.
There is a major disconnect between Animal Control and the taxpaying public.
First,the current East Side Shelter is kept under wraps, no announcement as to its location, nor is it open to the public.
--People need to know where their animals are impounded. Too many lost animals.
--The link to a Petco database does not work for all residents especially kupunas who love their pets and have no way
to find them. AC must be sensitive to ALL residents it serves.
--Why is there such secrecy, no transparency as to location and management of the shelter?
--Why is there a "secret" committee working on the animal control structure and other than Tim Richards, no one
knows who they are? There are many experts on this island who need to be involved. There are many issues already
having solutions, IF Animal Control would invite that in there could be progress.
--To spend$2 million on a building and NOT fund spay and neuter, is going backwards. The animal population is out
of control and just a few grants won't fix the problem. We need frequent, spay/neuter clinics island wide.
Why was funding cut for this? Progress was being made when HRR sterilized 4.638 animals in 10 months! There
should be plenty of funding for spay and neuter since, historically spay and neuter was funded for a coupon program
for $121,000 annually with HIHS AND in 2017, an additional $100K was added. This funding needs to be allocated
back to this purpose. CATCH AND KILL MODEL DOES NOT WORK. If it did work, we would be done by now.
I am not opposed to funding a building; HOWEVER,Animal Control needs to work on the issues based upon
public feedback and support programs that work, such as spay and neuter.
