Your Committee on Planning, to which was referred Communication No. 667, reports as
follows:
Communication No. 667, transmitted by Mayor Mitchell D. Roth dated February 24, 2022,
nominates Michael Dela Cruz to the Leeward Planning Commission.
Ms. Pomai Bartolome, Executive Assistant to Mayor Roth, appeared in Kona Chamber to
introduce Mr. Dela Cruz who was also present. Mr. Dela Cruz. has been a resident of Hawaii
for 28 years, he attended Pahoa Elementary and High School and graduated from the Hawaii
National Guard Youth Challenge Academy in 1999. His desire is to serve his community and
become more involved and aware of future development and the impact it may have on families
and community. He has volunteered in the Ironman Triathlon, highway and park clean ups, and
serves as coach for both soccer and little league. If confirmed, he will serve as the At Large,
North or South Kohala Commissioner with term ending December 31, 2025.
Mr. Dela Cruz offered a summary of his experience and responded to questions from Committee
Members.
Committee Member Villegas thanked Mr. Dela Cruz for his willingness to serve. She also asked
who his employer was. Mr. Dela Cruz stated he worked for the ILWU (International Longshore
Warehouse Union).
Committee Member Inaba recommended Mr. Dela Cruz be familiar with the CDP`s (Community
Development Plan) in the General Plan that may share a lot of information and help guide
decisions that the Leeward Planning Commission oversees.

All Committe Members commented in favor of Mr. Dela Cruz because of his desire and
willingness to serve.
The vote was taken on the motion to move this measure to Council with a favorable
recommendation and passed with nine "ayes."
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 667, and recommends confirmation of the appointment of Michael Dela Cruz to the Leeward
Planning Commission.
