I B Ste— Subject: Written Testimony Against Bill 112 and 115 I)atI:W Aloha County Council Members, Mahalo for your service to our community. My name is Lehua Alapai and I am testifying against Bill 112 and Bill 115. Please do not pass these bills. As a lineal descendant and lifetime resident of Kekaha Wai `Ole, I ask you to consider the continued over-exploitation of water in a dryland leeward area, biodiversity loss in an area where conservation is sorely lacking, and ocean acidification from land-based pollution. If you do not know or have a complete understanding of the impacts of this project on our living environment, I urge you to not support this bill. There are better innovative ways to create a space that has benefits land and people (residents and visitors) alike. Also, appeasing residents with promises of "affordable" housing, jobs and "charitable" contributions (to themselves) is an old script that has not worked to increase our quality of life. Please do not pass these bills. Take the power from the "developers" in the area and put it in your hands, our hands. In the time of swift negative change to our climate caused by humans, I plead with the County and it's serving members to lead the state and make decisions based on land first. When you do, health of the people will follow. You can do it. I believe in each and every one of you. Please reject this rezoning. Mahalo nui for your time, Lehua Alapai Lehua Alapai, Ho'ola Ka Makana'a, outreach Coordinator Ka'upulehu Drvland Forest Comm. No. Ref. To: P1 PC/ Ref, ?ate FEB 8 2022
