Chair Kern and Members of the Hawaii County Council Planning Committee:
I am Stacie Chiba-Miguel, testifying on behalf of Queens' Marketplace on the
SMA/Change of Zone application for Kumu Hou at Waikoloa. We support this application.
Queens' Marketplace is a 134,000 square-foot outdoor mall located in the Waikoloa
Beach Resort along the Kohala Coast of Hawaii Island. We feature over 35 shops,
retailers, and restaurants with a diverse mix of national and local tenants. In addition to
serving visitors and seasonal residents, our mall also provides a comfortable gathering
place for the local community.
Kumu Hou is a part of the master planned community in the Waikoloa Beach Resort.
Kumu Hou includes 900 new timeshare units, 25 single family residential lots,
approximately 3 acres of new public parks and trails, and new amenities such as a
community center, operations center, and additional retail space. The construction of 142
new affordable workforce rental housing units and a cultural center is also envisioned.
We support the SMA/Change of Zone application for Kumu Hou, as this project is
envisioned to stimulate economic development and other synergies within our
communities. In addition to generating additional foot traffic for surrounding businesses,
this project will also provide additional park space, trails, and retail outlets for our local

community. Equally important, this project will construct much needed workforce rental j
housing within the resort area for our residents. We believe that Kumu Hou represents
both an investment in Waikoloa as well as an investment in the future of our Hawaii Island
community,
