My name is Setsuko Morinoue and I am from Holualoa, County District 7.
I am testifying against Bill 112 and Bill 115. I do not support the passing of this bill.
This development clearly supports the continuation of increasing tourism, transient residents and offshore investors
during the time our community voices over tourism issues, natural resource concerns and the extreme lack of
affordable housing. This rezoning would increase water usage by over a million gallons a month & over 200,000
gallons per day in a very dry and hot location when you add up all the units and multiply it by the average 2 person
household unit using 5,000 gallons per month.
This rezoning doesn't support climate change and the rising of our ocean. It also doesn't address our affordable
housing crisis that the working lower/middle class is experiencing nor does it address being catastrophically
prepared. It continues to foster plans that further initiate negative cultural and environmental impact.
The real red flag is the trade off mentality of"grant me this rezoning, and I will donate this much to charity". An
estimated $45 million dollars towards a charitable foundation that Waikoloa Land Company created naturally benefits
as a tax deduction through their own Waikoloa Foundation. The Hawaiian trails and anchialine ponds need to be
protected by law and it is their Kuleana to uphold this sacred area they have developed on or near.
It raises questions and concerns I have for many shoreline development.
These bills smell very stink to my senses. I've seen and experienced, and have many bitter memories of the
past, dealing with many developers with their own lawyers and scientists. They are not trustworthy to my mind
because they have done so much damage already to our beautiful island, especially to our natural resources which are
precious and limited. They are "Takers" and not "Givers"
We are counting on you to make better, smart and sensible decisions since you were the chosen ones by the people of
this land. Please consider the long term prosperity and health of our AINA and KAMA'AINA FIRST.
We do not need to create the same way of developing any land to attract visitors alike as any other places. We
already have its beauty and very rich Hawaiian culture to hold and offer. Leave it alone and think first how to sustain
and take care of what we inherited. The economy (small businesses will be enhanced and enrich our lives) will
follow such attractive places. Enough of the mainland mentality and way of large development which will kill what
we can offer today and tomorrow. The majority of its benefit from such businesses will go off the island. These
developments will leave all the mess in natural resources, cultural damages, our life securities of the future, and which
can not be promised by the outsiders. They have their own HOMEs off the island elsewhere, but we have only this
island that can be called HOME.
I am sure that you all know by now that any golf course attached developments are very bad and dangerous to Aina
and Kama'aina, because many developers use the same kind of strategies knowing that their profit margins from such
developments are extremely BIG. Only we will understand that if you support such developments, you are on the
wrong side and your vision is very narrow and short term only..., that will be how we will see you. Hope you are
