Subject: Kumu Hou, Bill 112.
Aloha. My name is Ms. Jojo Tanimoto and I live in Kawaihae; but I need to pass this location and pass
through this area almost daily. I have a few concerns with this Project.
Thank you for the opportunity to provide my testimony.
Item I-Traffic. Even with the COVID changes in place, these intersections at Queen Ka'ahumanu
Highway can have long lines at the stop lights. This large project will only provide more impacts. I
would like to have a current traffic impact study provided, with this Project included.
There does not seem to be connectivity between resorts (Mauna Kea Beach Hotel and Resorts to
Marriott)to alleviate so much traffic on Queen Ka'ahumanu Highway. Neither is there discussion for
emergency needs. Only Waikoloa Facility and amenities are expected to be used. It is already over
capacity. This discussion needs to be included
and addressed.
Item 2-The North Hawaii Community Hospital is the closest community facility in South Kohala.
What other alternatives will be included in this Proposal? Waimea in itself, has traffic woes already.
Item 3-During an emergency should this area have need to evacuate, it is already a concern about
accommodations to shelter everyone. It's time to make accommodations for these hotel/resort guests a
part of the Planning Process.
Item 4-Will there be enough parking for residents from at least North/South Kohala areas to enjoy the
invitation to use the parks and recreation facilities? Parking is premium near the shoreline and trails.
Item 5-The traffic impacts for the emergency needs, etc.; are not included in this Proposal and need to
be before going forward. I don't think depending on a Trust Foundation to take care of the Project's
guests can accommodate this kind of infrastructure. The County needs to impose something instead of
depending on our tax dollar.
Item 6-Lastly, What Water resources are left for the local population future increases. The County and

Water Board need to provide for the community residents, a report on where and how much potable
water will be available for other community subdivision developments like homeless housing,
Hawaiian Homesteads, etc.; if large development water needs are allowed priority.
I cannot support a large development IDEA if so much takes away from other nearby community
growth. The residents in South Kohala need to know what will be left for us.
