Subject: Kumu Hou
I am writing to request that any decisions on Kumu Hou project be deferred for the reasons below.Any decision to go ahead
with the project now is putting the cart before the horse.The push to expand tourism for economic growth reasons will bring
more financial and liveability problems not studied to the level that it should be.Tourism for the sake of tourism only will
result in regrets of failure to adequately plan. I cite only of many examples—The City of Bend,Oregon. Once a beautiful is now
a community of chaos with inadequate infrastructure. Also how is all this development and supportive infrastructure
needs going to be paid for and by whom?
Specifics:
1. Insufficient infrastructure to support such a large additional population,for example public access to beaches.
2. Insufficient proof that the high additional service requirements for water can be met without instituting rationing—
particularly in a publically acknowledged environment of growing climate warming.
3. Traffic flow has increased dramatically on Queen K and Waikoloa Roads and there does not exist a clear supportive
road and infrastructure plan—who is going to pay for it. . For example,The addition of the new Waikoloa Village
shopping center off Waikoloa road still does not have a definite plan for intersection control and safety with Paniolo
road. One recent time line given by a county council member projects two(2) before anything will be done.
4. Saddle road extension has been shelved resulting in a high increase of truck traffic down Waikoloa and along Q K road
to Kona.The proposed Kumu Hou project directly negatively impacts these road situations.Any new development
without solving the existing infrastructure issues is an example,to me,of government serving the greed of the
developers thereby reducing the quality of Hawaiian life.Waikoloa Road is rapidly detiorating. Who is Going To pay for
$50 million to resurface the road and when will it happen?
Are the residents of the Big Island being treated to government favoritism from private party kickbacks such as is
currently been brought to light on Oahu?
Come on now. Deal with first the issues currently facing Big Island residents on the westside before taking on new
projects that will further exacerbate our economic needs.
