I oppose Bill 112 and Bill 115. 1 oppose the passing of these bills.
It seems the developers see the Roth pro development administration as an opportune time to bring such
projects to the fore. Civil Beat shows that the majority of locals do not appreciate mainlanders using our islands
as their play headquarters.
Hawaii is supposed to be moving towards Sustainability. This projects impact on our fresh water resources,
electricity, as well as infrastructure is not sustainable.
I lived on Oahu from the 60s to the 90s and developers always claimed that part of their large developments
were for low income people but when the smoke rose from these finished developments there were no low
income dwellings available!
Developers have used affordable housing as a con to move onto the land and then build townhouses for
timeshare. So the well heeled can play. I agree with Maki Morinoue about the carrot dangled in front of Council
as the Waikoloa Foundation (WF) with its $45 million to give away to the deserving people of Hawaii. But Maki
wants to look a little deeper into WF. The real red flag is the trade off mentality of"grant me this rezoning, and
I will donate this much to charity and build this for you". I question this intent as the foundation feels like an
opportunity to use our culture as a marketing tool to benefit their business and would love to hear from local
residents around the support they have received from this foundation and what they would use these enormous
funds for and if the Waikoloa community is in support of this trade off. Are the board members getting paid to
sit on this Waikoloa Foundation and what impact do they bring to the local community? Is their foundation
Waikoloa centric or are they advocating for great charitable work being done for our island as a whole? The
interest annually accumulated alone is a fair amount.
In our Leeward Planning Commission and County Council meetings the developers misuse of the
word affordable housing to manipulate and encourage the passing of rezoning towards offshore profits for the
highest bidder. So I would like to see numbers, terms and the word in perpetuity become a common practice in
affordable housing conversations well before it reaches County Council votes. As this comes up for voting it is
too late to understand the full scope of one's intent and a decision is made hastily.
So in preventing this from moving forward. 1 ask you to please reject this rezoning. It does less damage as
a golf course. I also ask that any golf courses should never be on the table for rezoning towards housing
structures and begin to act as a placeholder for voting it is too late to understand the full scope of one's intent
and a decision is made hastily.
