' 4 r My hope is that through sharing these experiences,a better crafted statute can be created when considerin ese .._-': experiences. In general, I support the intent to require additional installations of public charging system in locations that have the electrical capacity and number of parking spaces as stated in bill 120. I do have some reservations on the wording as stated in this bill. 1) Section 24-245.5(b). Parking privileges. (b)Only electric vehicles that are actively charging may be parked in a parking space equipped with an electric vehicle charging system that is designated and marked as reserved for this purpose. a-While this has proper intent to relocate vehicles that are not actively charging,there is no leeway specified in the time allotment for relocating the vehicle. Perhaps a 15 or 30 minute allowance may be a consideration. Perhaps a maximum 2 hour parking time limit could be used,as most charging can be completed in 30 to 60 minutes. How does this work at airports where you park, charge and don't get back until late that day. Is there a solution that can be created to relocate vehicles that have completed charging? b—Not everyone has a personal notification device that can receive timely notification (from networked charging stations)for when a charging session completes. I have a Verizon cellular phone that can receive SMS notifications— but there are networking problems where these messages have been delayed several hours. So some consideration for notification reliability may be warranted. c—Maintenance of the charging station. There is no time allowance for placing a station back into operation. Walmart had a Blink station that did not work for 2 years before replacement was made. What is a reasonable time? 30 day without extenuating circumstances the preclude repair(no parts, no qualified technician available,Covid travel lockdown). This should be specified or this is a useless requirement that can be put off indefinitely by stating a repair order is in the works. d—Charge pin heat damage. Many public chargers are used by many different vehicles. Such use put wear on the charging contacts at the charging stations. Frequent usage causes the charging pins to loosen and make poor contact. This increased resistance at elevated charging rates create heat sufficient to melt and damage the charge station insulator and vehicle charging contacts. What protections are there from use of a public charger that damages your vehicles ability to recharge? Will this be a "user be aware" situation where you have to know which charges will cause damage—thus why have public charging at all, if you can't trust the station from causing damage? I have a $1700 repair bill from such a charger, but now know what to look for before I initiate a charge session. Most vehicle owners do not have this awareness.
