Aloha Councilmembers!
My Name is Gary Miller and I live on the Hamakua Coast of the Big Island and have been an EV owner
here for 6 years.
I ask you to support county Bill 120.
To enable the electrification of transportation in Hawaii County preparations must start now.
Right now, commercial and private vehicle manufacturers are increasing their output of electric vehicles.
Infrastructure and governance take time and Hawaii County is not ready to take full advantage in
decarbonizing our transportation. Private, commercial entities, and visitors will require a well-functioning
network of EV charging stations. For example, without such a network a visitor will be reluctant to hire an
EV, consequently, rental car companies will then likely not have them available. A well-functioning network
of EV charging stations will serve both Hawaii residents and island businesses.
For a lower-income family who cannot install a charger at home or live in a rental unit, such public charging options
are crucial to even consider EVs. The ability to choose an EV avoids the cost of gas forever! Thus it is an economic
justice issue as well as an environmental one.
It is incumbent Hawaii Count take steps to enforce such rules as but not limited Y p united to.
- requiring owners of large parking structures to install and maintain chargersCIO

- enforcement of parking rules (i.e. EV parking only for cars that are actively charging q0
- fines to be levied where there is non-conformance
