Aloha Councilmembers,
I ask you to support county Bill 120.
To enable the electrification of transportation in Hawaii County preparations must be made now. These
enabling actions include installing more public infrastructure and county rules governing behavior.
Global manufactures of commercial and private vehicles will vastly increase their output of electric vehicles
in a few short years. Infrastructure and governance take time and Hawaii County is not ready to take full
advantage in decarbonizing our transportation. Private, commercial entities, and visitors will require a well
functioning network of EV charging stations. For example, without such a network a visitor will be reluctant
to hire an EV, consequently rental car companies will then likely not have them available. A well functioning
network of EV charging stations will serve both Hawaii residents and island businesses.
Additionally, lower income families often rent a home or live in an apartment unit. Public charging options
are critical and enabling for these families. EVs will avoid the importation and expense of gasoline/diesel.
Therefore, it is both an economic justice issue as well as an environmental one.
It is incumbent Hawaii County take steps to enforce such rules as, but not limited to-
- requiring owners of large parking structures to install and maintain chargers
- enforcement of parking rules (i.e. EV parking only for cars that are actively charging ,
- fines to be levied where there is non-conformance w
