Aloha,
My name is Richard Schulherr, I am a resident of Waikoloa Village on the Big Island, and an EV owner for three
years. I would urge you to support Bill 120. We cannot allow scofflaws to pointlessly use parking spaces
designated for electric vehicle charging. Horribly, even some EV drivers will park in these spots without
charging. This behavior is devastating to people with shorter range vehicles, especially on our Big Island.
Honestly, getting any enforcement will take additional public pressure, but without this bill, there are no
penalties for blocking a charging space.

The bill also addresses the installation of public EV chargers in parking lots, and hopefully will lead to increased
compliance with laws already on the books.
The only people I've met who don't want an EV are literally these petty parkers lacking Aloha and common
decency, or diesel truck owners with "Big Island Coal Rollers" stickers on their vehicles.
