Dear Council Members,
My name I'd Diane Ware and I have an EV, live in Volcano and have had difficulty accessing charging stations in
various parts of the island. For me to get two Kailua and back is iffy and anxiety prone. If I have a mission on the
West side I may not be able to find a station nearby that I can access. Once I drove to A Bay through Hilo. When I
returned I went down to 37 miles (my range is 260 but uphill uses much more than actual miles). I had to charge at
my dealership fast charger in Hilo in order to get home and to wait 40 minutes to get enough miles to get home. We
need many more stations and to fine those using charging stalls without EV's.
This bill will amend the county code to allow for the enforcement of ACT 75, a law passed by the State
Legislature authorizing the counties to enforce the rules related to installing charging stations in large
parking structures. This law allows the County to enforce compliance with the installation and maintenance
of the chargers and the proper usage of the parking stalls. (Cars parked and not actively charging will be
subject to a fine.)
I do support EV's and encourage others to purchase them as this is our only hope to mitigate the climate crises. We
also should facilitate EV rental cars and charging stations needed to do that.
