A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MOKU ʻO HAWAI‘I
OUTRIGGER CANOE RACING ASSOCIATION TO HIRE SECURITY WHEN CONDUCTING ITS PROGRAMS AT HILO BAYFRONT BEACH PARK.
WHEREAS, Moku ʻO Hawai‘i Outrigger Canoe Racing Association is a 501(c)(3) nonprofit organization whose mission is to promote, encourage, maintain, and perpetuate authentic Hawaiian
canoe racing; to foster the preservation of the Hawaiian koa canoe and its components of Hawaiian woods in the State of Hawai‘i; and to participate nationally and/or internationally
whenever possible; and
WHEREAS, there has been an increase in concern for the safety of club paddlers, especially the children, at the Hilo Bayfront Beach park; and
WHEREAS, the Moku ʻO Hawai‘i Outrigger Canoe Racing Association is requesting funds to hire security for the health and safety of the paddlers when conducting its programs at Hilo Bayfront
Beach park; and
WHEREAS, the Department of Parks and Recreation supports organizations and programs that are compatible with its mission to provide diversified recreational programs that address the
needs and interests of the respective communities in a safe environment with zero tolerance for illegal drugs and violence; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide
a grant to Moku ʻO Hawai‘i Outrigger Canoe Racing Association to hire security when conducting its programs at Hilo Bayfront Beach park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
