A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT FOR THE CIVIL DEFENSE AGENCY TO EXPAND
EMERGENCY COMMUNICATIONS IN COUNCIL DISTRICT 9.
WHEREAS, the Hawai‘i County Civil Defense Agency directs and coordinates the development and administration of the County’s total emergency preparedness and response program to ensure
prompt and effective action when a natural or man-caused disaster threatens or occurs anywhere in the County; and
WHEREAS, there are four Community Emergency Response Teams (CERT) in Council District 9 that are prepared to assess damage after a disaster, provide first aid where needed, and collaborate
with other government and non-government agencies involved in emergency preparedness to provide reliable information to the public when a disaster threatens or strikes; and
WHEREAS, installing additional telecommunications equipment is critical for the Civil Defense Agency to communicate to CERT volunteers in Council District 9 for prevention, protection,
response, and recovery efforts; and
WHEREAS, the Civil Defense Agency has already received Contingency Relief funds via Resolution No. 606-18 for the purchase of two repeaters/duplexers, supporting program software and
cables, antennas, power supplies, radio microwave links, coax cables, and other related installation equipment to expand its emergency communications in Council District 9; and
WHEREAS, the Civil Defense Agency is requesting additional funds for expenses associated with installing one repeater/duplexer device and related equipment, with the second device to
be installed at a later time, subject to funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 9 will be appropriated to the Civil Defense Agency to expand emergency communications
in Council District 9.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
