Re: Operating Budget
The United States Department of Housing and Urban Development (HUD) is anticipated
to provide a$2,600,000 allocation of Community Development Block Grant (CDBG)
funds to the Office of Housing and Community Development (OHCD) for Program Year
(PY) 2022. The OHCD expects program income received or anticipated to be received
during the program year to provide a total of$2,700,000 of CDBG funds.
Enclosed is a resolution authorizing the Mayor to execute and submit the 2022 County of
Hawaii Annual Action Plan and all other related documents to HUD. Also enclosed is a
bill for an ordinance amending the Operating Budget by appropriating $2,700,000 in
anticipation of receiving these funds.
The Office of Housing and Community Development requests that this resolution and bill
be waived from the Finance Committee and be placed on the April 20, 2022 Council
agenda in order to meet HUD's submission deadline. If there are any questions,please

A. REQUEST:
Please submit the attached bill to amend Ordinance No. 21-38, as amended, the Operating Budget for the
County of Hawaii for the Fiscal Year ending June 30, 2022 to add Community Development Block Grant
(CDBG) revenue and appropriate the same for the General Fund as follows.

Please also submit the attached resolution approving and adapting the 2022 County of Hawaii Action Plan
and authorizing the Mayor of the County of Hawaii to execute and submit the Action Plan and all other
related documents to the U.S. Department of Housing and Urban Development (HUD)for the CDBG
program. '
Due to the time constraints in submitting this Action Plan to HUD by the May 15, 2022 deadline, OHCD is j
also requesting to introduce this resolution in the County Housing Agency meeting, bypass Finance
Committee and go straight to County Council on April 20, 2022 for first reading.

This appropriation reflects anticipated CDBG funding from HUD for the PY2022 CDBG program and program
income received or anticipated to be received by the Office of Housing and Community Development
(OHCD). These funds will be utilized to encourage the development of viable communities by providing E
decent housing, suitable and safe living environments, and providing accessibility for disabled individuals to j
public facilities. All of these projects will benefit persons of low and moderate income throughout the island of
Hawaii.
The Action Plan is submitted to HUD annually and includes the actual projects and activities that will be
carried out with the County's 2022 CDBG funds, It is required by HUD that the County of Hawaii submit its
Action Plan before the County receives its 2022 CDBG allocation.

COUNTY OF HAWAII ANNUAL ACTION PLAN FOR THE COUNTY OF HAWAII
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING
THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE AND SUBMIT THE
ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN DEVLOPMENT.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the fall Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
