A RESOLUTION ADOPTING THE 2022 COUNTY OF HAWAIʻI ANNUAL ACTION PLAN FOR THE COUNTY OF HAWAIʻI COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAIʻI
TO EXECUTE AND SUBMIT THE ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the County of Hawaiʻi is a direct recipient of federal Community Development Block Grant (CDBG) Program funds from the United States Department of Housing and Urban Development
(HUD); and
WHEREAS, it is required by HUD that the County submit a Consolidated/Action Plan, in accordance with Subpart C of 24 CFR Part 91, which includes housing and homeless needs assessments,
a housing market analysis, five-year goals and priorities, and project monitoring procedures; and
WHEREAS, the Consolidated Plan is a five (5) year (2020-2024) plan that indicates the County’s goals and priorities for the use of CDBG, HOME and HTF funds for housing, homeless, special
needs and community development; and
WHEREAS, it is required by HUD that before the County of Hawaiʻi receives its annual CDBG allocation, the County shall submit its yearly Action Plan as required by the Consolidated Plan;
and
WHEREAS, the Action Plan is a yearly plan that includes the actual projects and activities that will be carried out with the County’s CDBG funds; and
WHEREAS, the CDBG projects and activities must meet the priorities and objectives as described in the Consolidated Plan; and
WHEREAS, it is required by HUD that the County of Hawaiʻi submit certifications assurance conformance to related rules, regulations and laws of the CDBG Program; and
WHEREAS, a timely submission of the Action Plan for CDBG funds, in accordance with appropriate federal regulations is necessary; and
WHEREAS, Hawaiʻi Revised Statutes, Section 46-7, requires that County departments obtain the consent of the Council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant
to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I, in accordance with Section 46-7, Hawaiʻi Revised Statutes, that the Mayor of the County of Hawaiʻi is authorized to execute, on
behalf of the County, an agreement and related documents with the United States Department of Housing and Urban Development for the 2022 CDBG funds.
BE IT FURTHER RESOLVED that the 2022 Action Plan is hereby adopted and approved that the Mayor of the County of Hawaiʻi or, in his absence, the Acting Mayor or authorized representative
is hereby authorized to execute and submit the 2022 Action Plan and all other related documents necessary to process the CDBG Program to the United States Department of Housing and
Urban Development.
BE IT FURTHER RESOLVED that the County shall utilize the CDBG funds in accordance with program rules and regulations.
BE IT FURTHER RESOLVED that the Mayor or his authorized representative is designated to act as the representative of the County.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to Office of the Mayor, Office of Housing and Community Development and the Department of Finance.
