It is too lenient. Enforcement, fromersonal experience, is too lax b the authorities.

A loose dog of anyone's at any time should be cause for a citation with $ fine! It should escalate in dollar
amount of fine for each additional infraction. After 3 times, the animal surrendered for adoption or
destruction.
I am quite sure that this simple option would not be enforced and that is why these events escalate to
physical and property damage.
Everyone must do their part to keep the peace, especially those empowered as peacekeepers.
