Subject: Amendments to Bill 125
I moved to Ocean View in 2013. It became clear to me very early on I was risking my personal safety
and that of my Canine companion, when I walked the area around my home due to the abundance of
loose and aggressive dogs owned by people on the adjoining lots. So I stopped walking those streets and
had to find others that were less problematic.
When I heard the Council would be discussing amendments to Bill 125 and coming up with more harsh
penalties for negligent owners, I wanted to be sure to say HELL YES it's past time that something be
done about this island wide problem. I know Ocean View is not the only rural community affected and I
am adding my voice to all the others to please request that something be done.
However, I hope as part of this discussion, the Council will be talking about how to deal humanely with
any animals taken into custody since I also know the Big Island shelters are overwhelmed and maxed
out. You can't just pass new legislative amendments without taking a very hard look at the broader
problem of shelter capacity since these actions being considered will have other long range
consequences. Please don't impact the shelters without keeping that in mind as I would not be pleased to
hear that animals are suffering and being needlessly euthanized.
