Aloha Chair and Councilmembers,
Mahalo for taking my testimony and questions on Bill 125 re: updating County Code regarding Ani � 1 cc 461-
specifically dogs.

I have the following thoughts/questions for clarity/further discussion: j
A neighbor's dogs have been unsecured for years and have chased and attacked many individuals at this point, I believe at
least a few of the recent cases have been documented by the police, if this passes could the dogs be immediately seized and
either relocated or put down? Could the neighbors be charged? Or does this only apply to future instances of
neglect/attack?
Is there any clarity surrounding when dogs fight each other?Multiple times at beaches/parks/when walking around
neighborhoods I have witnessed two dogs begin to be aggressive with one another, it's very challenging in some of these
cases to say definitively which dog"started"it and is sometimes a case of both owners losing control over their animals. I a
am definitely in favor of stricter animal control laws,just wondering if there are any new penalties or clarity around this c
issue?
Last,but not least, I hope our County Council is willing to take on the feral cat issue next, and I wish this bill was updating
the control of cats as well. We have an aggressive wild cat that has been bothering our baby chicks and cats for weeks now
and howling all night for no apparent reason. The laws are very confusing surrounding cat control and right now it appears
our only legal option is to catch the cat ourselves, scan for a microchip, have him fixed, and then re-release him. There are
some diseases that affect feral cats and can potentially be transferred to our domestic cats and/or to humans. Feral cats are
detrimental to the environment and can be a danger to humans as well. I am hoping that there will be more clarity
surrounding actions people can take to remove feral cats from their property as well as harsher penalties for those who
refuse responsibility in pet care and don't have their cats fixed or abandon or neglect their cats.
Thank you for your consideration of these points and I hope that you are able to pass this bill and eventually tackle the
problem of what we do about cats as well.
