My friend has experienced 3 attacks by the neighbors' dogs involving 2 ER visits and hand nerve damage and nothing was done by police. My next door neighbor's was nearly killed (had a punctured stomach) by my other neighbor's dog in the street. Enough already! Please include a dog-on-animal/pet attack rule in the bill. There needs to be stricter penalties including fines and criminal penalties for dog owners of roaming dogs that attack. Roaming dogs is a growing problem and the county obviously does not have the resources to pick-up and house roaming dogs, given the full shelters and no response to calls. Thank you.
