Subject: bill about dog attacks- my testimony
Aloha Leaders:
I am concerned that there are people in our community who don't make enough of an effort to restrain their dogs and a number of
people have been viciously attacked. An elderly lady in HPP died a few months ago from a vicious dog attack in the street;a young
child was attacked and suffered permanent eye damage in Hawaiian Acres walking home from school bus;an elderly woman had her
arm veins mauled in Hawaiian Acres; a few years ago Ira Ono owner of a well-known Volcano town art gallery had his pet goat killed
by roaming dogs at the gallery(the community lost a dear friend); and my friend in Ainaloa has been attacked twice by her neighbors
dog in the street and her own dog was attacked by the same dogs in her yard. My friend has experienced 3 attacks by the neighbors'
dogs involving 2 ER visits and hand nerve damage and nothing was done by police. My next door neighbor's was nearly killed (had a
punctured stomach) by my other neighbor's dog in the street. Enough already! Please include a dog-on-animal/pet attack rule in the
bill. There needs to be stricter penalties including fines and criminal penalties for dog owners of roaming dogs that attack. Roaming
dogs is a growing problem and the county obviously does not have the resources to pick-up and house roaming dogs, given the full
shelters and no response to calls.
Thank you.
