The public needs to know that we take seriously the importance of public safety. I am an endurance runner and spend a great deal of time on our roads in Pa'auilo, in Kalopa Park and on Mana Road. I have scary encounters with dogs on a regular basis,with owners telling me"she's a nice dog"while the dog is off leash, running toward me, growling and barking. I have been bitten once in a situation like this, and luckily it was a minor injury. But as you know,dog attacks can be deadly. The laid back attitude among many dog owners stems from both ignorance the lack of enforcement of leash laws. Thank you for taking this issue to hear and for stepping up protection for pedestrians.
