Subject: Bbill125: Vicious dogs
I wish to submit testimony regarding the urgent need to have much stiffer penalties for loose vicious dogs...and I would add
whether they maim or kill someone OR"just"attack someone where the person is able to fend them off by the grace of God.
Loose dogs are a real problem in HPP,and affect our daily life...walking for health or to the mailbox,or riding a bike means
risking your life.
Several years ago I wanted to mail a letter,and since it was a nice day and the mailbox was about half a mile away, I decided to
walk. I live on 28th between Kaloli and Paradise. On my walk, I was accosted by 3 large dogs that ran from their owner's yard
and basically tried to kill me. Luck thing I had an umbrella with a pointy metal end.They were circling me,snarling and barking
and trying to get behind me to take me down. I twirled around screaming for help and beating off the lunging dogs for about 5
minutes before their owner got off his fat ass and yelled at them from his front door several times before they quit. If I wasn't
fast on my feet I would probably be dead. If it was a child or a less agile person,they would be dead. I was very shaken and
enraged that the owner didn't even say"sorry" or ask if I was ok.
When I got home I drove straight to the Keaau police station to report it. I asked that an officer go and talk to the guy about his
dogs that are loose and could potentially kill someone . I was shocked by the cop's response. He said "if I didn't get bitten"
there's nothing they could do about it. He wouldn't even send someone to the guy's house and tell him to restrain his dogs. His
callous response was very disappointing, and my faith in the police depart was shaken a bit...they don't seem to care one iota. I
still walk sometimes, but now I carry a golf club and and I WILL use it if a dog attacks.
Please move this bill through asap and also stiffen penalties for letting dogs run loose.
