I am heartened to hear that stricter penalties are being proposed for irresponsible dog owners. I live in a small
community on the Hamakua Coast on the Big Island, and in the past year alone friends have been attacked by loose
dogs while walking their own dog on a leash, resulting in vet and doctor bills, not to mention the trauma, and a small
neighborhood dog was killed by a pair of loose dogs that broke free of their chains. Walking down my street is
referred to as "walking the gauntlet," and it is frightening to think that these dogs might possibly break their collars or
jump their fences, as they are clearly ferocious and dangerous. That said, it is not the dogs' fault that they have been
poorly cared for, abused, beaten, and otherwise made into angry animals. It is my sincere hope that holding dog
owners responsible in ways that they would feel the sting of financial penalty or incarceration could change the
mindset of some in our community.
Thank you for your efforts to protect our communities and dogs in general,
Nani
