Aloha,
I am writing as a deeply concerned citizen on the Big Island of Hawaii. Since the Pandemic, the dog situation has
reared its ugly head to the point that people are dying. Something needs to be done to change how the laws are
enforced, once a new law is in place.
I have witnessed these problems myself in our neighborhoods while attempting to walk my dog. I have been
approached and attacked by dogs that are running loose, no collar, and when in a pack(more than 2) get aggressive
toward my dog who is on a leash. Please understand, that situation is extremely dangerous when more than one loose
dog is attacking one dog on a leash. Then the human can get caught in the middle and end up mauled.
The other issue is dogs on chains. There is no reason to tie a dog up using a heavy chain, unless the owners intentions
are abusive. There should be laws that protect the animals and the people. Then, they must be enforced and abusive
owners held accountable.
This situation is so far out of control, people have been mauled and killed, even children. When will Hawaii get
something done to correct this issue before more people die? How will Hawaii enforce a new law if passed? That
needs to be addressed or nothing will change.
Abusive dog owners have gotten away with abusing far too long. There needs to be penalties strong enough to make
them understand, the abuse will no longer be tolerated.
Please make the necessary changes to protect the citizens, animals, and the community.
