I am a 68 year old prostate cancer survivor with a bad right knee. The most recent incident that pertains to this bill
happened to me on 11/1.0/2021. 1 ride bicycles for fun, for exercise, and for basic transporatation. That day I was
riding from my house on 23rd near Kaloli in HPP, to our every Wednesday chess group from 9:00am, to 1:00pm. I
was on the highway, right side riding. When I reached the area that intersects Sith Paradise, I was attacked by two
dogs that ran out of a property with an open gate. One of the dogs bit me on my left ankle. Police Report 921-
095067. Unfortunately, since I was preoccupied with fending off these dogs, I was unsure which of two properties the
dogs came out of. I have 4-5 more stories of dogs attacking me, my daughter, my neighbors and others.
This problem needs to be fixed. I refuse to give up riding a bicycle and taking walks. I should not have to go out
with weapons and armour like the member of a SWAT team, but that is getting to be the way it is here in Puna
because of horrible dog owners. There has been at least one recent death by loose attacking dogs, and that elderly lady
was hospitalized for over a month before sucombing to the attack. Another case was a little girl waiting for a school
but was attacked and bitten badly on her face by multiple attacking dogs. Our government must come up with strong
laws to deal with this problem with fines,jail time, payment of restitution to the victims of these attacks.
Please deal with this problem.
