Aloha my name is Bette Green, Past President of Friends of the Library— Waiko oa
Region (FL-WR). This testimony is to support approval of Councilman Richards'
resolution 342 22 - March 2022 which will allow FL-WR to continue our literacy
project called "Baby's First Book".
FL-WR has been affiliated with the Friends of the Library of Hawaii and as such is a
501(D3. FL-WR has several literacy encouraging outreach programs.
In 2015 we made the initial delivery to the Birthing Unit at North Hawaii
Community Hospital of a beautiful board book entitled On the Day You Were
.Porn, by Debra Frasier. There are approximately 500 births a year and each new
baby born there is given a copy for parents to read to their infants.
Research has shown that reading aloud to children is the single most important
thing to do to prepare a child for reading and learning. In some District 9 area
homes this children's book is the first book in their homes.
Nurses have told us how much the new mothers appreciate this gift and we hope
to continue this project for many years to come. This grant will help to ensure this
for another year.

project and this opportunity to continue providing the books.
