REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: April 5, 2022 Re: Comm.No. 704/Res.No. 361-22 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 2:12 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 361-22, reports as follows: <br /> Resolution No. 361-22, transmitted by Finance Director Deanna S. Sako via Communication No. 704 <br /> dated March 17, 2022, authorizes the Director of Finance to negotiate a multi-year lease of real <br /> property, Old Waimea Tax Office, situated at Waimea, South Kohala, County and State of Hawaii, <br /> identified as Tax Map Key 6-7-002:025, to the Waimea Preservation Association. <br /> This resolution authorizes the negotiation of a lease with the Waimea Preservation Association, <br /> which would use the property as a historical resource center. <br /> Committee Member Holeka Goro Inaba asked Ms. Sako to provide reasoning as to why there is no <br /> value attached to the resolution and how the department will ensure a fair rate. Ms. Sako stated that <br /> Finance is still early into the negotiations, but she predicts it will be a very low rate as it is a nonprofit <br /> negotiation. Ms. Sako then stated that she will provide that information prior to the next reading. <br /> Assistant Corporation Counsel J Yoshimoto stated that, according to Parks and Recreation staff,the <br /> current negotiated rate is $75 a month, which is consistent with the prior rate. <br /> Pursuant to Article 19, Section 2-120(a)(2), Hawaii County Code, the Council may, by resolution, <br /> direct the Finance Director to negotiate the disposition of real property by leasing it to nonprofit <br /> organizations, at such rentals and on such terms and conditions as deemed proper. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 361-22, and <br /> recommends its adoption. <br /> are <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG x <br /> DAVID x COMMITTEE ON FINANCE <br /> INABA X <br /> KANEALI`I-KLEINFELDER <br /> KIERKIEW ICZ X <br /> KIMBALL X MATT KANEALI`I-KLEINFELDER, CHAIR <br /> LEE LOY X <br /> RICHARDS X FC REPORT NO.: 132 <br /> vtLLEGAS X ADOPTED: APR 2 0 2022 <br />
