The Secretary's Minutes of the Executive Committee of July 9, 1999 and August 27, 1999 were approved (Attached for information). The Treasurer report for the month of August 1999 was approved (Attached for information). Under Unfinished Business, the 2000 HSAC Legislative Program Policy Statement was deferred pending action by Maui and the City and County of Honolulu. Also under Unfinished Business, each of the counties offered suggestions for the HSAC Legislative Package. Included as suggestions were limiting county recreational liability for hazazdous sport injuries; allowing county liquor departments to designate a certain percentage of fees to fund education, prevention and alcohol abuse treatment programs; authorizing counties to impose additional fines for speeding violations and the appropriation of such fines to the county where the violation occurred; providing income tax credits to encourage water conservation; civil service reform; cruise ship industry support; ] 0% bidders preference for counties. When proposed bills aze futalized, they will be submitted to the County Councils for consideration. The next meeting of the HSAC Executive Committee is scheduled for 10 am, October 22, 1999 a[ Honolulu Hale. A second workshop on the Legislative Package is also being planned and will follow the HSAC Executive Committee Meeting. CALL TO ORDER The HSAC Executive Committee was called to order by President Rene Mansho at 9:25 a.m. The following members comprised a quorum: City and County of Honolulu: President Rene Mansho Staff Andrew Sekine County of Hawaii: Alternate J. Curtis Tyler III Staff Gerald Monden County of Maui: Secretary Dennis Nakamura Staff Roy T. Hiraga County of Kauai: Treasurer Ronald Kouchi II. EXECUTIVE COMMITTEE MEETING MINUTES The minutes of the June 24, 1999, meeting of the HSAC Executive Committee were approved. III. REPORTS OF THE TREASURER There were no reports from the Treasurer. IV. REPORTS OF COMMITTEES A. Executive Committee Reports There were no Executive Committee reports. B. County Reports There were no County reports. NACo Reports President Mansho noted that she had recently received revised nomination forms for the various NACo steering committees. These forms need to be filled out and returned to NACo before the end of the month. Your Committee noted that HSAC's past practice was to ensure that all HSAC officers also serve on a steering committee to make the most efficient use of travel funds. Your Committee agreed that this practice should continue and voted to conduct its future business accordingly. D. WIR Reports Staff Monden stated that promotional activities in conjunction with the 2001 WIR Conference, pursuant to the request for proposal transmitted by NACo, must commence with the WIR Conference scheduled for May 2000 in Boise, Idaho. Promotional activities must also be conducted in conjunction with (1) the NACo Annual Conference slated for July 2000; and (2) the Legislative Conference scheduled for February 2001. Although your Committee noted that the appropriation for NACo promotional activities was deleted from the FY 2000 budget, President Mansho assured your Committee that a sufficient level of funding to accommodate the necessary promotional activities would be available. V. UNFINISHED BUSINESS VI. NEW BUSINESS A. Endorsement of NACo Second Vice-President Candidate Your Committee noted that the purpose of this item was to allow HSAC to take an official position with regard to the endorsement of a NACo Second Vice-Presidential candidate. Treasurer Kouchi noted that the County of Kauai had approved the endorsement of Ken Mayfield as a nominee to the NACo Second Vice-President position. He added that Mr. Mayfield had visited with the various members of the Kauai County Council, during his visit to Kauai, and that the Council recommended the endorsement of Mr. Mayfield. Alternate Tyler stated that the County of Hawaii also approved the endorsement of Ken Mayfield as a nominee to the NACo Second HSAC Executive Committee Minutes of the July 9, 1999, meeting Page 3 Vice-President position at its July 8, 1999, meeting. The Hawaii County Council believed that Mr. Mayfield's concerns, and positions, would include a large number of similar issues and positions that its Council felt was important. Secretary Nakamura noted that the Maui County Council could not include the matter on its Council's agenda in time for the Council to vote on the matter before today's Executive Committee meeting. However, in light of the unanimous support for Mr. Mayfield, he stated that he was casting an unofficial vote for the endorsement of Ken Mayfield as a nominee to the NACo Second Vice-President position. President Mansho indicated that the Honolulu City Council also endorsed the nomination of Ken Mayfield to the NACo Second Vice-President position. President Mansho noted that all of the votes allotted to HSAC counties would be cast for Mr. Mayfield at the Annual Conference. She added that correspondence would be expeditiously transmitted to the appropriate entities at NACo to notify them of the positions of HSAC's counties. VII. COMMUNICATIONS No communications were received. VIII. ANNOUNCEMENTS Treasurer Kouchi announced that Senate Bill 1518, HD1, CD1, entitled "RELATING TO GOVERNMENT OPERATIONS" was vetoed by the Governor (June 10, 1999). The provisions of the bill pertain to the Employee Retirement System (ERS), and HSAC should monitor any proceedings that occur in conjunction with the measure. The ERS Board of Trustees will be holding a meeting in the afternoon to discuss various scenarios that may be desirable. Further, HSAC should study the matter to determine whether it should take an official position in the future. Executive Committee Reports The following report was received and placed on file: 1. Report from HSAC Secretary Dennis Y. Nakamura s'°•. dated July 26, 1999, regarding the approval of . ~ nominees to serve on NACo's Board of Directors. HSAC Executive Committee Minutes of the August 27, 1999, meeting Page 2 B. County Reports President Mansho noted that the City and County of Honolulu had adopted two resolutions relating to telecommunications. These resolutions involved issues related to open access and advanced telecommunication in rural areas. President Mansho also noted that she represented HSAC in conjunction with the activity held to recognize the 1,000th voyage of the S.S. Independence, which is owned and operated by American Hawaii Cruises. She questioned whether federal funds were available to support the venture as it is the only growth industry located in the State. C. NACo Reports Secretary Nakamura noted that Ken Mayfield had been elected to the position of NACo Second Vice President. In addition, Mr. Nakamura noted that his appointment to the NACo Board of Directors as a Minority-At-Large member was being contested. The NACo President has not made a determination on the matter to date. V. UNFINISHED BUSINESS VI. NEW BUSINESS A. Discussion of proposals for the 2000 HSAC Legislative Package President Mansho suggested that your Committee conduct a workshop with representatives from all four Councils and Administrations to develop a comprehensive package. The Committee noted that the counties may need to take a different approach in the upcoming session in the' event the Legislature attempts to enact legislation that would serve to reduce the revenue stream to the counties. The workshop is tentatively scheduled for September 24, 1999. Pursuant to the request of Alternate Swain, President Mansho agreed to provide information on the proposals submitted to the Legislature for the past three fiscal years along with the status, or outcome, of each proposal. ` HSAC Executive Committee Minutes of the August 27, 1999, meeting Page 3 B. 2000 HSAC Legislative Program Policy Statement Your Committee noted that Kauai County had approved the policy statement. The matter has been reported out of committee in the counties of Hawaii and Maui; however, the full Councils have not yet taken action. VII. COMMUNICATIONS No communications were received. VIII. ANNOUNCEMENTS President Mansho noted that the WIR Conference would be held on September 29, 1999, in Deadwood, South Dakota. Kauai staff Ayonon advised that the HSAC Mid-Year Conference would be held on December 2-3, 1999, at the Sheraton Hotel in Poipu, Kauai. President Mansho announced that the next meeting would be scheduled for September 24, 1999. IV.
