RESOLUTION NO. 380 22
A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO AIAKEA HIGH
SCHOOL PARENT TEACHER STUDENT ASSOCIATION FOR THE 2022 WAIAKEA
HIGH SCHOOL PROJECT GRAD NIGHT.
WHEREAS, Waidkea High School Parent Teacher Student Association(PISA) is a
subordinate unit of PTA Hawaii Congress, a 501(c)(3)nonprofit organization; and
WHEREAS, Waiakea High School PTSA assists Waidkea High School and its students
with programs and activities, including Project Grad Night; and
WHEREAS, the Waidkea High School Project Grad Night provides a safe, secure, and
supervised celebration as an alternative to the traditional graduation parties that involve underage
drinking, illegal substance use, and unsupervised late-night partying that normally results in
drinking and driving, all of which pose a hazard to the community; and
WHEREAS,this alcohol- and drug-free event provides the parents and families of the
graduates with peace of mind knowing that their child is in a safe and wholesome environment
after graduation; and
WHEREAS, Waidkea High School PISA is requesting funds to defray the costs related
to Project Grad Night events; and
WHEREAS, one of the Department of Liquor Control's goals is to support programs that
promote the health, education, and well-being of the youth in our community with alcohol- and
drug-free events such as graduation ceremonies; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to the Waiakea High School Parent Teacher Student
Association for the 2022 Waidkea High School Project Grad Night.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
