High Street,Wailuku, Maui, Hawaii 96793 I. CALL TO ORDER NACo presentation by Mark Ritacco. Mark Ritacco serves as the Director of Government Affairs for the National Association of Counties. Mark leads NACo's legislative and executive branch outreach, coalition building and advocacy on behalf of NACo's members and America's 3,069 counties. Before joining NACo, Mark spent over a decade on Capitol Dill working in both the U.S. House and Senate. Most recently, Mark served as Director of Strategic Initiatives for Senator Chris Murphy from Connecticut, where he directed the Senate Appropriations and. HELP Committee portfolios, cultivated diverse bipartisan relationships, and built coalitions to pass economic policy, influence agency rulemaking, and shape regulatory policy. A Connecticut native, Mark lives in Washington, D.C. with his wife and two sons, and is a graduate of the University of Maryland, College Park. Washington D.C. has a mask requirement, must come vaccinated. Rapid tests will be available to attendees. Will host several treasury officials who will advise on what the final rule says. i Secondly, congress just passed bipartisan infrastructure law, February is the first month of implementation. They will be hosting a broad range of people to talk about their specific role in attending, and all policy steering committees will be meeting. Closing reception on Tuesday, Sunday night is super bowl, Monday night is valentines day. 3 options to meet with congressional staff- 1. zoom, 2. invite them to the hotel, 3. meet w/them at NACos HQ (next to the Senate side of the capitol), 4. request a meeting in the senate/house office buildings. CM Kimball: what is the availability to meet with leadership in the departments? Can we reserve rooms at hotel or NACo offices? Mark:ABPA program is not competitive - it is just allocated based on a formula. CMKimball:Has it already been decided what counties will go to counties? CM Waters: Really looking forward to implementation of area, as not much has been spent yet. CM Kuali is 4 from Kauai will be attending. Will continue to provide whatever reports and resources that are received. Please share them with your fellow council members. II. APPROVAL OF AGENDA III. MINUTES a. December 9, 2021, Executive Committee Meeting Minutes approved. IV. REPORTS a. Treasurer's Report As of Dec 31, balance of primary HSAC account: $149,556.59. The balance in the HSAC conference account: $52,550.22. Total deposit account balances: x'202,106.81. Treasurer's report approved. P Chock: Looking at revisiting the membership dues which have not been increased for many years. Looking at an increase coming up. CM King. The meetings were held on different islands previously, and now they are all virtual, so if we are to do increases just to make sure we have justification. January 279 2022, HSAC Meeting Agenda Page 1 4 � �«RESfl�A a o P Chock: Made a huge investment in Nahe and Jon we have onboard. Need to evaluate what HSAC's needs are. CM King: We have been doing the consultant prior and now having the executive director is a huge expense. Make sure the justification is there, need to answer to all councilmembers. CM Kimball: I forwarded the website domain, someone needs to update the payment card. EA: Yes, will work with the treasurer's team to update. b. County Reports: County of Hawaii CM Kimball: Re-igniting planning for HSAC convention, if there are topic areas you would like to see as part of the content, please share with the staff. Passed a resolution to talk about legislative priorities in D.C. 3 areas: infrastructure funding through arpra, roads bridges highways, how best to prepare ourselves to apply for the funding. Funding that might be particularly available to DHHL or other NH organizations that would be available. Also identified wanting to talk to a rep from Dep of Ag on local food production. Housing- HUD. Any ongoing updates with respect to funding on covid updates, CDC. CM Richards: Economy of agriculture, part of that is water infrastructure for irrigation as well as potable water. There are so many priorities, hard to narrow it down. CM Kimball: Was successful in getting the sunshine bill introduced, wastewater bill died. ■County of Kauai CM Chock: Request to look at federal highway funding, would like to see an expedition of matching funds to ramp up the needs and catch up on the back log. Looking at a host of bills, paid parking is a big piece. Finished a study, now looking at legislation to charge visitors - to help manage visitor movement as well as maintain the cost of the parks. Also in line with the EFA and conservation plan. January 27, 2022, HSAC Meeting Agenda Page 5 6��54�sEAs�a Z coui+�°`� Kauai has also dealt with takings, along with the conservation plan focusing on overpopulation of feral cats. Not allowing anyone to feed cats or abandon them in the parks. Another bill is change in CCRs to allow higher density....to meet the shortfalls of housing CM Kualii: Hope that the state will take advantage of additional infrastructure monies and stay on top of our bridges. CM Kimball: Do you have a legal opinion on whether or not you can charge visitors and not local residents? Also asking about cesspools to see if any luck on meeting with DOH on the program to revise and make it more workable. CM Chock: Kauai administration has questions about the cesspool program, would need to front all the money and take on the liability. The managing director is taking the lead with DOH on the meetings. Did mention HI island is interested in partnering. Applications slated to be approved. CM King. We have been looking at the cat issue as it relates to sea bird preservation. If they are allowed to be fed then they do attack the birds. Will be visiting the cat sanctuary on Lanai and invites others to join. Looking at setting up a similar thing on Maui. CM Chock:Kauai is half way through the building of a sanctuary. CM Richards: Has legislation going through regarding feral casts. We have had estimates of 200,000 feral cats on our island, don't know if a sanctuary will solve that. CMKing:Maui has been told there is 400,000 but it is not backed up by anything. CM Chock: Met with Rep Aquino and Rep Nakashima on HSAC legislation. Heard from Rep Onishi on the TAT bill. ■County of Maui CAVI King: Will be two council members attending CM Gabe Johnson (Lanai). and CM Rawlins Fernandez. CM King would like to attend the congressional meetings remotely. i i January 27, 2022, HSAC Meeting Agenda Page 1 6 4'cCp g Mineral sunscreen bill passed, ban on all chemical sunscreens. Pursuant to that because of such great support from DLNR. We will be getting 4 mineral sunscreen dispensers to South Maui installed next month. Had a veto on the most recent moratorium bill, was successful in overriding the moratorium. It is broader than before and has a better chance of being challenged. Goes beyond construction also addresses the permits for some of the ones in the neighborhoods. 85 charter amendments now down to 40 proposals. Trying to consolidate proposals that have passed the charter commission. Have seen Oahu sometimes have 18-20 charter amendments and seend a booklet. Trying to encourage them not to limit to 5 as it only happens every 10 years. After the next public hearings they will be sending whatever is left for council review. July deadline when it has to be done. Also working on a benchmarking bill for greenhouse gasses. Josh Stanboro - great resource. The infrastructure bill coming down from the federal government just had a meeting with Sen Schatz. There may be a portion that will be forgivable. They will call them forgivable loans, the state will be increasing $88M for drinking water and $112M for clean water. Sen Schatz said he would send this in writing by next week. Counties may be able to apply for certain projects if it will be forgivable. Working on wastewater treatment because all of that wastewater from the condos is only initially treated. Need to get these loans to figure out the cesspool and wastewater issues. CM Kimball: Please share that info when you get it from Sen Schatz. Also curious to see the greenhouse gas emissions bill. ■City and County of Honolulu CM Waters: Yesterday had a7 hour meeting, adopted a resp approving HSAC slate of officers. Last council meeting spent the time talking about short term rentals (anything less than 180 days). Passed 7 - 2 out of second reading. Push to bring it down to 90 days for traveling nurses, military, and students. Took HNL 30 years to pass bill 89. CM Waters: Asked the administration to give us a homeless plan. Did appropriate over $200M for the administration to build affordable housing. Still waiting for the plan. Josh and Becky left the office. January 27, 2022, R AC Meeting Agenda Page 17 Q . s 5 There are issues of people blocking the driveway on the side of trails. John DeFries has been talking about something to help it. If we can support it on the county level it would be good. The Diamond head hike - super interested in what is happening in Kauai and Hana, heard you have to go and make an appointment to visit the seven pools. Did meet with the people who created the software - need an appointment to see the attractions. CM Kimball: if you have legal decisions about charging visitors vs. residents, has been advised that because it is a public roadway it is open to everyone and cannot charge a resident vs. visitor. Would be interested in what advice you have received. CM Kimball: There are exceptions in HRS for traveling nurses, students etc. for people who are serving the community. Used this as an exception. CM King. Did not have an issue with the 180 days, mostly the public coming out asking for more restrictions. All the reports have been approved. c. Executive Assistant Report • Friday meetings, first half is legislative discussion with Ton. If not available please send a representative. Second half of the meeting, review the task list and prioritize the most important issue. • Current top priority is NACo, attendees are reflected in the rsvp list. • Dinner scheduled for Saturday, all the info to be sent in an email. • Congressional meetings have been set up, and the agenda includes the priorities presented by each county. • .Priorities to be submitted in advance to the Congressional members. • Omiyage, each EC member contributes 25 items. • Clearing out some of the past checks from 2019, clearing off in order to be able to reconcile the accounts. • Found out there is a state filing with the AG and need to file, last time filed was 2015. • Working on a zoom account, youtube account and transferring over the payment card for the website. i January 27, 2022, HSAC Meeting Agenda Page 1 8 rs°� 9 R • s o'couw'ei Will be ordering business cards for NACo conf, under misc. exp for marketing materials. • Working with NACo on their 3+1 and professional development academy.
