A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION OF THE COUNCIL OF THE COUNTY OF HAWAI‘I BY AMENDING RULE NO. 5, COMMITTEES.
WHEREAS, the Rules of Procedure and Organization of the Council of the County of Hawai‘i ("the Rules") govern the affairs of the Council of the County of Hawaiʻi ("Council"); and
WHEREAS, the Rules were duly adopted as provided in Resolution No. 3-20 during the initial convening of the Council on December 7, 2020 and amended by Resolution No. 314-22, adopted
on February 23, 2022; and
WHEREAS, the Council seeks to improve the way it conducts is meetings by amending Rule No. 5, Item No. 6(d), relating to Responsibilities of the Committee Chairperson, as indicated in
Ramseyer format below (material to be deleted is bracketed and stricken; material to be added is underscored):
“(d) In the absence of the Committee Chairperson or in the event the Committee Chairperson participates via videoconference, the Vice Chairperson shall perform the duties of the Chairperson.
In the absence, [or] disability, or virtual attendance of both the Chairperson and Vice Chairperson of a Standing Committee, the Committee shall elect from among its members a temporary
Chairperson (Hawai‘i County Charter, Section 3-6(a)). For the process of electing a temporary Chairperson, the Finance Committee Chairperson shall act as Chairperson Pro Tempore. (Rule
No. 4.2.)”
; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Rule No. 5, Item No. 6(d), of the Rules of Procedure and Organization of the Council of the County of Hawaiʻi, relating to
Responsibilities of the Committee Chairperson, is amended as indicated above.
BE IT FINALLY RESOLVED that the County Clerk shall transmit replacement pages of the Rules that have been amended by the adoption of this resolution to all appropriate parties.
