Re: Operating Budget
Enclosed is a Resolution to enter into an agreement with the Department of Labor and L
Industrial Relations in order to receive their Workforce Innovation and Opportunity Act
(WIOA) Rapid Response 21-22 grant. h
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating _v
$94,300 into the Research and Development's WIOA Rapid Response Admin/Planning
21-22 and WIOA Rapid Response Program 21-22 accounts. These appropriations reflect
funding allocations received from the Department of Labor and Industrial Relations for
the Program Year(PY) 2021. No County General Funds are involved. The bill sets up
the proper accounts to receive and expend the WIOA funds. The Department of
Research and Development indicates that the funds will be utilized for rapid response and
layoff aversion activities in Hawaii County.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
This appropriation reflects anticipated receipt of funding allocations from the Department of Labor and
Industrial Relations Workforce Development Council for the Program Year 2021 Rapid Response funds;
These funds will be utilized to assist in rapid response and layoff aversion activities in Hawaii County.
Research and Development emphasizes that no County General Funds are involved in these transactions.
The ordinance sets lap the proper accounts to receive and expend the WJOA Rapid Response funds.
