Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for consultant services to analyze and propose amendments to Chapter 23, Subdivisions
and Chapter 25, Zoning of the Hawaii County Code 1983 (2016 Edition, as amended)
for the Planning Department.

A. REQUEST:
Request a resolution for a multi-year contract to engage a consultant to analyze and provide code
amendments to the zoning code(HCC 25) and/or subdivision code (HCC 23).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The overall purpose of this project is to analyze, update, and amend the Hawaii County Zoning and/or
Subdivision Codes to provide for best practices in land use regulations and to ensure they are updated,
consistent and dynamic.
So far, funds have been identified as follows:
Ordinance 2021-038, County Operating Budget FY 21-22 allocatted $150,000 to start the process.
CDBG-MIT funds have been earmarked in the amount of$400,000 through Resolution 22-358, proposed Bill
22-149, and HUD Grant#B-19-UT-15-0001.
The Planning Department is requesting operating budget funds in FY 22-23 in the amount of$250,000.
Additional funds will be requested pending the finalization of the project scope and budget.
