REQUEST i A Resolution authorizing the County (via the Department of Research and Development) to enter into a Memorandum of Agreement with the Corporation for National and Community Service (CNCS)for the continuation of a local project under the AmeriCorps Volunteers its Service to America (VISTA) program. VISTA is a "federal anti-poverty program designed to provide needed resources to nonprofit organizations and public agencies to increase their capacity to lift communities out of poverty." I The Memorandum of Agreement details the number of AmeriCorps VISTA members that may be assigned to the County of Hawaii, the respective roles and responsibilities of CHCS and the County of Hawaii regarding the operation of its NISTA project, and the full range of legal requirements of the County of Hawaii in the programmatic operations of its VISTA project. As part of this agreement the County will provide funds in the amount of$33,342 as a cost-share for the program; B. BACKGROUND AND JUSTIFICATIOJ {USE ADDITIONAL SHEETS AS NEEDEL3 I Wth this CHCS AmeriCorps VISTA grant, the Department of Research and Development seeks to build and strengthen the community's capacity to collaborate as an action network to advance community economic development projects in six critical areas that challenge island communities and households; climate action, community resilience, economic recovery, food access, equitable mobility, and energy efficiency and resilience. Seven (7)VISTA members will contribute to the goal of the project by enhancing front and backend technology systems for climate change:mitigation and adaptation; establishing an ongoing community-based process and structure for implementation of community'recovery and resilience actions; assessing and analyzing strategies for equitable economic recovery; implementing food access strategies to increase food resilience; engaging diverse stakeholders in shared mobility planning and implementation; and contributing to the implementation and monitoring of island energy transformation. The $33,342 annual cost share from the County will be matched by $83,356 in federal investments in VISTA living allowances and education awards. Request to waive Finance Committee and 5-day holdover.
