There was a front-page article in the October 11, 1999 West Hawaii Today indicating the County Council may consider a resolution authorizing a West Hawaii drag-strip and auto racing complex. The State Legislature passed such a resolution recently, in apite of strong opposition of residents in~,the Kalaoa region, which is adjacent to the originally proposed drag strip site. Fortunately, for the area residents, the Governor vetoed the legislation. Our objection i~ not to the idea of an.~off-street racing complex, per se, but to its location. Mr. Maddox in his liter- ature, and testimony downplays our objection to the noises air pollution, and Lights saying the noise from the airport opera- tions would be just as loud as the noise from the racing complex. Why add to Che noise pollution in this residential area? We strongly urge the Counoil to structure the language of the Yesolution, if developed, to require the facility to be remote from any existing or proposed residential or resort development. The location proposed by Maddox is not acceptable because it is within a mile or less of exis~,ing or allocated residential areas. Finally, the site Maddox proposes is within the Master Plan boundary of lands designated for only residential usage. Since that designation should prevent development of commer- cial or non residential-type establishments, the Council should honor thaC allocation.
