requesting the Dept. of Pazks & Recreation to develop and maintain community-
BoARD based programs that promote more legal off-street racing alternatives in both West

Janet Lang Neighborhood Watches in Kapoho. Once the Dept. of Pazks & Recreation
Antonio Lonis Jr. promoted off-street racing alternatives, this problem has ceased.

A survey ofNeighborhood Watches islandwide named speeding as the No. 1
ADV[soR concern of community members. Off-street racing altematives provide safe
Mitchell Roth activities. The Hawaii County Council support for this resolution will be much
appreciated.
