Your Committee on Planning, to which was referred Communication No. 716, reports as
follows:
Communication No. 716, transmitted by Mayor Mitchell D. Roth dated March 28, 2022,
nominates Pernell Hanoa to the Ka`u Community Development Plan Action Committee
(CDPAC).
Ms. Pomaika`i Bartolome, Executive Assistant to Mayor Roth, was present via Zoom and
introduced Mr. Hanoa. She explained that Mr. Hanoa and his `ohana have lived in Punalu`u and
Ka`u since the 1800's. They have been deeply rooted in all things happening in Ka`u. Mr. Hanoa
spent 10 years with the Directorate of Public Works (DPW) at the P6hakuloa Training Area
(PTA) and as the current Facility Manager for the USDA-ARS Daniel K. Inouye Research
Facility in Hilo. He is responsible for the repair and maintenance of the most advanced USDA-
ARS research facility in the United States. He wants to ensure future development truly
addresses the needs of the community. Mr. Hanoa coaches youth and high school sports, is a
cultural practitioner, and a member of the Ka`u Preservation and Ka`u Advisory Council. If
confirmed, he will serve a term to end December 31, 2025.
Mr. Hanoa was present before Your Committee in the Kona Chambers. He first thanked his wife,
Mrs. Sophia Hanoa for all the support she has given to the community and to him, and for always
reminding him of his kuleana. He shared that he was born and raised in Ka`u, was a fisherman,
rancher, and cowboy, had left to join the military, but returned to Ka`u. He stated that he would
like to be a part of guiding community decisions and CDP implementation.
Committee Member Maile David thanked Mr. Hanoa and his wife, for all they have done for the
community. She noted that he is a perfect fit and looks forward to working with them in the
future.
Committee Members Tim Richards and Matt Kaneali`i-Kleinfelder voiced their support for
Mr. Hanoa.

Committee Chair Ashley Kierkiewicz mentioned how touched she was by Mr. Hanoa's
application letter, and how he uses his skills and abilities to influence the spaces he is in. She
thanked him for leveraging his knowledge to give back to the community and voiced her support
for his nomination.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with nine"ayes."
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 716, and recommends confirmation of the appointment of Pernell Hanoa to the Ka`u
Community Development Plan Action Committee.
