SAYRE MEMORIAL FOUNDATION ON JANUARY 20, 2022 From Finance Director Deanna Sako, dated February 3, 2022, transmitting the above report pursuant to Resolution 468-20. Just want to again, as always, take the moment to mahalo the Sayres. You know, we have a big ticket item coming down the pipeline as well, that we had approved. I believe a quarter million dollars ($250,000) few months back. We don't always get to see them for every single item, so these reports are one opportunity to kind of mahalo them here on the agenda and here on this floor. So mahalo to the Sayres and all the supporters that help to make these donations possible. I yield. CHR KANEALI`I-KLEINFELDER: Well said. Mahalo, Mr. Inaba. Anyone else? Okay, hearing no discussion. Amazing folks who help the County get what we need for our Fire Department, and they just do an absolutely amazing job. So mahalo, if you're watching. Comm. 125.1: ANNUAL REVENUE REPORT: JULY 1, 2020–JUNE 30, 2021 From Finance Director Deanna Sako, dated January 31, 2022, transmitting the above report pursuant to Hawaii County Code Section 2-12.6. Motion to Close File: Ms. Kierkiewicz moved to close file on Comm. 125.1. Seconded by Ms. Lee Loy. CHR KANEALI`I-KLEINFELDER: Any discussion, Council Members? Okay, hearing none. You know, I just want—Ms. Sako, while you're here, does anything stand out on this Annual Revenue Report that I see you have in your hands? And the purpose of this was to kind of give everyone a real just a summary of all the different fees collected by the County. But doesn't anything stand out to you as being, you know, a little outdated? Page 2 FC-28 February 22,2022 (Note: At this time, Finance Director Deanna Sako came forward to address the members of the Committee.) MS. SAKO: There is always some stuff that is a little bit old, but some of those are the like the minimal fees, you know, for like emblems and things like that for our Vehicle Registration. But we continue to look at a lot of the things. You know, it is kind of different now that some of the stuff is going online, so it's not the same as what it used to be. You know, it's for the Council's use, as you know budget season is coming up. There's lots of different revenue sources. And we appreciate all the departments who help put this together. CHR KANEALI`I-KLEINFELDER: Thank you. Okay. You know, speaking to the Vehicle Registration fees, does the registration fee cover disposal of a vehicle. Is there any fee into that motor vehicle registration? Is there any fee that is used to help disposal of the vehicle, you know, at the end of use? MS. SAKO: Yeah. So there is part of the fee that goes to the Vehicle Disposal Fund each year, and I believe it's $12 per vehicle each year. CHR KANEALI`I-KLEINFELDER: That's same as a registration fee, right? MS. SAKO: I mean it's part of the registration fee. That's made up of State taxes, and County weight tax, and several fees from both the State and the County. CHR KANEALI`I-KLEINFELDER: Okay, and it's $12 per vehicle? MS. SAKO: Yeah. It's part of that fee, I believe. CHR KANEALI`I-KLEINFELDER: Okay. And that goes to the Vehicle Disposal Fund? MS. SAKO: Yes, $12 annually per vehicle. CHR KANEALI`I-KLEINFELDER: Okay. Okay, good. Well, thank you again for putting this report together. I appreciate it. Thanks for being here. MS. SAKO: No problem. MS. LEE LOY: Chair? CHR KANEALI`I-KLEINFELDER: Yes? MS. LEE LOY: Thank you. Deanna,please don't run away. Page 3 FC-28 February 22,2022 CHR KANEALI`I-KLEINFELDER: Go ahead, Ms. Lee Loy. MS. LEE LOY: Thank you. I just had a real quick question, because I understand this report to be July 20 through June 2021. And there's a lot of like permit fees as far as the use of our park facilities or camping, which I understood to be either closed during COVID (Coronavirus Disease), and I'm just wondering have we captured that time period as far as the period of time when a lot of our park facilities were closed? MS. SAKO: So whatever was recorded as revenue during the fiscal year, is reported in the report. And so there is the individual fees, you know, that the rate so to speak, and then at the bottom of each section is the actual amount collected. So Afook-Chinen Auditorium had a negative -$85. You know, so yes, I believe it does reflect that amount; however, they got those fees. MS. LEE LOY: Yeah, great. I guess I'm trying to forecast if we're kind of pass that period, where we would see negative like Afook Chinen, you know, with the anticipation of other facilities opening up or as we emerge out of COVID, if this will kind of forecast in the opposite direction. MS. SAKO: One would hope so, yes. So as, you know, like any other year when we're preparing the budget, we're doing our best to estimate what we think it will be. We probably estimate it a little higher than what we actually collected, but we do our best not knowing exactly what the future holds. MS. LEE LOY: Great. Thanks, Deanna. I yield. Res. 315-22 : AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR AGREEMENT FOR SHORETEL PHONE SYSTEM SUPPORT AND MAINTENANCE FOR THE OFFICE OF THE PROSECUTING ATTORNEY Authorizes the Mayor to enter into a five-year agreement with an approximate annual cost of$14,650. Reference: Comm. 620 Intr. by: Mr. Kaneali`i-Kleinfelder(B/R) Vote on Res. 315-22: Ms. Kierkiewicz moved to recommend adoption of (Approved) Res. 315-22. Noes: None. Absent: None. Excused: None. BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. Bill 121: AMENDS ORDINANCE NO. 21-38, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2022 Increases revenues in the Fund Balance Reserved for Liquor Control account ($100,000); and appropriates the same to the Liquor Control Other Current Expenses account($100,000). Funds would be used to cover costs associated with internet and phone installation at the West Hawaii office located in Kailua-Kona.
