HomeMy WebLinkAboutRES 401 Draft 01 2020-2022 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ʻO MAKUʻU KE KAHUA COMMUNITY CENTER TO PURCHASE SCHOOL SUPPLIES AND HYGIENE PRODUCTS FOR COMMUNITY CARE PACKAGES. WHEREAS, ʻO Makuʻu ke Kahua Community Center is a 501(c)(3) nonprofit organization that was formed to perpetuate Hawaiian culture, values, and tradition through farming, education, and community projects; and WHEREAS, according to the 2020 Kīlauea Recovery and Resilience Plan, 78% of Puna households are ALICE (Asset-Limited, Income-Constrained while Employed) and in poverty, facing economic hardships as well as homelessness; and WHEREAS, ʻO Makuʻu ke Kahua Community Center is partnering with a group of Puna ‘ōpio (youth) who have initiated a community project to provide care packages to those in need by organizing a school-supply drive to ensure Puna elementary students are equipped for the upcoming school year and a hygiene-products drive to create personal-care kits for individuals experiencing homelessness; and WHEREAS, ʻO Makuʻu ke Kahua Community Center is requesting funds to purchase school supplies and personal hygiene products to support this grassroots, ‘ōpio-led initiative to provide care packages to the community; and WHEREAS, the Department of Liquor Control supports drug-free and alcohol-free programs, events, and activities that improve the quality of life for community members and enhance opportunities for students; and  WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,  BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant to ʻO Makuʻu ke Kahua Community Center to purchase school supplies and hygiene products for community care packages. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $1,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $1,000      CREDITED TO:    010.251.5251.39 Department of Liquor Control $1,000   Public Programs    115 Misc. Contract Services    (ʻO Makuʻu ke Kahua Community Center – Community Care Packages)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
