No. 663/Bill No. 127 PLACE: Council Chambers Hilo, Hawaii TIME: 9:00 a.m. Council Chair and Members Hawaii County Council j Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 127, reports as follows: i Bill No. 127, transmitted by Mayor Mitchell D. Roth, via Communication No. 663 dated March 1, 2021, transmits the proposed Capital Budget for Fiscal year (FY)2022-23, and the Capital Program for the next six years from FY 2022-2023 to 2027-2028, which includes 85 projects requiring a total appropriation of$365,225,000 of which$257,275,000 are intended to be funded in whole or part by bonds, $56,999,000 million to be funded by Federal Grants, $48,750,000 to be funded by the State Revolving Loan Fund or State Capital Improvement Projects, and $2,201,000 to be funded by General ,i Excise Tax. This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and "Fair Share Contributions." On May 17, 2022, pursuant to Section 10-4 of the Hawaii County Charter, the Council will conduct a public hearing on the proposed Operating and Capital Budgets at the Hawaii County Building in Hilo and will provide video participation for the public to attend from the West Hawaii Civic Center, and the Pahoa and Waimea Council Offices. On April 12, 2022, Managing Director Lee Lord presented this proposed budget on the first day of the Departmental Budget and Program Reviews. During the Departmental Budget and Program Reviews on all three days of this special session of April 12, 13, and 14, 2022, Your Committee reviewed operational and capital budget proposals with each department and discussed fiscal needs and challenges. The Capital Budget then moved to Council with a positive recommendation, to be heard on May 19, 2022. County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawaii County Charter, the Mayor will be submitting an amended budget on May 5. Amendments, if any, may be transmitted for consideration at or prior to first reading at the May 19, 2022, Special Meeting of the Council.
