DRAFT Housing Production Program
Goal: To facilitate projects that support, increase, and sustain affordable housing production.
Process: The Office of Housing and Community Development(OHCD)will utilize a Request for
Proposal(RFP) system to select the highest rated projects based on a weighted point
system similar to the proven process utilized by the Community Development Block
Grant(CDBG)and other Federally funded programs.
Eligibility: 501(c)Non-profit agencies, Community Land Trusts, and Government agencies
Beneficiaries: Households whose annual income does not exceed 140%of the median family income
for the County of Hawaii as established by HUD's annual income limits by family size
published annually.
Grants will be provided for the following:
• To increase the supply of affordable rental and owner-occupied housing;
• Acquisition of real property for the development of affordable housing;
• Acquisition of existing housing for rehabilitation as affordable rental and/or owner occupied
housing
• Planning, design or construction of affordable rental or owner-occupied housing;
• Rehabilitation of housing to be utilized as affordable rental or owner-occupied housing;
• To provide housing for elderly, special needs and homeless residents lacking a permanent home;
• To leverage funds provided by federal, state,nonprofit or for-profit organizations and other non-
government entities to further expand affordable housing opportunities;
• To invest in public infrastructure in connection with the development of affordable housing
projects.
Affordability requirements will be in accordance with Chapter 11 of the County Code.

Selection RFP Process and Criteria:
All selected projects must demonstrate that it can be effectively developed, managed, and be j
maintained as affordable and meaningfully contribute to the creation or sustainability of
affordable housing.
• Each project will be reviewed,rated,and ranked based on 4 criteria:
1. Project Impact and Delivery(number of units,target clientele AMI, affordability period,
management plan)
2. Project Readiness(site control, zoning and environmental considerations, schedule,
"shovel-readiness")
3. Project Funding(other sources of funds leveraged) {
4. Applicant Attributes(experience,past performance, capacity)
• Projects targeting lower AMIs,having longer affordability periods or affordability in perpetuity,
and are "shovel-ready"will have preference.
Program Administration:
• OHCD will create program guidelines for the implementation of the Housing Production
Program.
• OHCD will monitor and manage each project throughout the duration of the project and for the
course of the affordability period to ensure measurable outcomes and compliance.
• Upon completion of the selection process, OHCD will submit an annual plan outlining the use of
the housing production funds to the County Council for its consideration.
• OHCD will prepare and submit an annual report to the Council on the expenditures and
accomplishments resulting from the Housing Production program. j
