Re: Provide Funds to Destination Hilo
The Department of Parks and Recreation wishes to provide $49,000 to Destination Hilo,
a 501(c)3 nonprofit organization. The grant will be used towards a 4th of July fireworks
display as part of the 2022 Hilo Bay Blast celebration on July 4, 2022.
Enclosed is a resolution authorizing the Department of Parks and Recreation to provide
$49,000 to Destination Hilo, pursuant to Hawaii County Code (2016 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Department of Parks and Recreation requests that this resolution be waived from the
Finance Committee and be placed on the May 18, 2022 Council Agenda in order to
expedite this project. If there are any questions,please do not hesitate to call Reid
Sewake of the Department of Parks and Recreation, at 961-8560.

A. REQUEST:
Pursuant to the Hawaii County Code section 2-130(a)(3)(A), Council approval is requested for a grant award
of$40,000 to Destination Hilo, a 501(c)(8) organization, for expenses associated with the 2022 Hilo Bay
Blast on duly 4, 2022,
B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED):
The Department of Parks and Recreation would like to provide a $40,000 grant to Destination Hilo. Funds
will be utilized for a 4th of July fireworks display as part of the day long Hilo Bay Blast celebration. The
community will be able to enjoy the display from Hilo Bayfront as well as many hillsides and surrounding
locations throughout Hilo.
The department requests that this bill be waived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: RESOLUTION NO. 411-22 : A RESOLUTION AUTHORIZING THE
DEPARTMENT OF PARKS AND RECREATION TO AWARD FUNDS TO
DESTINATION HILO
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
