Lee Loy, Chair, Human 77CommittW N SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations for FY 2022-2023 Enclosed for your review and consideration are the recommendations of the Human Services and Social Services Committee (HSSSC), for the FY 2022-2023 appropriations for grants to nonprofit organizations. These recommendations were made after the review of all eligible applications provided by the Department of Finance via Communication No. 633.1 and 633.2. In accordance with Chapter 2, Article 25, section 2-139(a)(1)(A) of the Hawaii County Code, $2,500,000.00 is appropriated to the County of Hawaii Waiwai Nonprofit Grant Program. On January 31, 2022, the application submittal deadline, two hundred ten (210) applications were received by the Department of Finance. Eighty(80) applications were determined ineligible due to incomplete packet information. A total of one hundred thirty-four(134) applications were determined eligible with requests totaling $3,440,000.00. For comparison, in 2021, there were one hundred seventy-eight (178) eligible applications with requests totaling $6,596,847.00 for which the Council appropriated $2,500,000.00. On February 17, 2022, in compliance with Chapter 2, Article 25 of the Hawai'i County Code, one hundred twenty-nine (129) eligible applications for fiscal year 2022-2023 were transmitted by the Department of Finance to the council members for review and appropriation of funds. On March 8, 2022, at a meeting of the HSSSC, an ad hoc committee was formed for the purposes of application review and award recommendations. Members of the Ad Hoc Committee were Sue Lee Loy, Chair, and Councilmembers Ashley Kierkiewicz, Heather Kimball and Holeka Inaba. The first meeting of the Ad Hoc Committee was held on March 8, 2022, for establishing timelines and defining roles and responsibilities. On March 16, 2022, in compliance with Chapter 2, Article 25 of the Hawaii County Code, a revised list of the organizations and applicable information was submitted as five (5) additional applications were deemed eligible for a total of 134. Ta: N SSSG Rei I o: _ Hawaii County Is an Equal Opportunity Provider And Employer — 2Q22 Page 2 of 2 On March 24, April 19 and 25, 2022, in compliance with Hawaii Devised Statutes, Section 92-2.5 and Hawaii County Code, Chapter 2-25, the ad hoc committee met to review applications and reward recommendations.In consideration of time and costs, the ad hoc committee made a decision not to hold site visits this year. Exhibit A is the ad hoc committee's recommendations for fiscal year 2022-2023. Exhibit 13 is a compilation of data provided by all of the applicants for fiscal year 2022-2023.
