HomeMy WebLinkAboutCOM 0721.004 2020-2022 P/Fc bill 02 comm.1 1 . mr T8 MICHAEL THE ARCHANGEL CHURCH 75-5769 Alii Drive a Kailua-Kona, Hawaii 96740 PH: (808) 326-7771 ® Email: stmichaelarchangel@rcchawaii.org Website: stmichaelparishkona.org April 18, 2022 CD3 u "t u Hawaii County Council Committee on Finance co Chair Matt Kaneali'i-Kleinfelder and Members: RE: Bill 152—Approve Bill 152 amends Chapter 2, Article 13, Section 2-75 of the Hawaii County Code relating to the county housing program revolving fund to include: The second measure we are introducing, Bill 152, expands the uses of this same housing program revolving funding to include: acquisition of land for use as affordable housing, acquisition of existing structures for affordable housing, Rehabilitation of existing structure currently being used for affordable housing, infrastructure for development of affordable housing, subsidies, grants, and loans to support very low and low income households with upfront costs for rental units or mortgage financing and rental or mortgage assistance to prevent homelessness or foreclosure, purchasing deed restrictions on private properties limiting resales to qualified low income and moderate income households. We all know that Hawaii County has a severe housing crisis. Now is the time to act to turn give our individuals and families the opportunity to find housing that they can afford. At St. Michael's we have parishioners and those who come to our door on Alii Dr. looking for hope that they will find a safe place to live. We are a member of Community Alliance Partners because we as Catholics are called to love our neighbor.That love includes doing everything we can to give a hand up to those who lack shelter. We know the frustration of our non-profits housing navigators who cannot locate safe housing for their clients who have rental housing section 8 vouchers. It is a difficult job that causes burn-out for those who walk with our most vulnerable community members. Along with other measures that county and the state is taking to address the causes of homelessness, this measure would put the county in a great position to make more housing available to our low income individuals and families.
