RE: Testimony in support of Bill 153

Dear Chair Kaneali'i-Kleinfelder, Vice Chair Kimball, and Members of the County Council,
I would like to submit this letter and written testimony in support of Bill 153, on behalf of the
Hawaii Island Housing Coalition. Bill 153 proposes TO INITIATE AN AMENDMENT TO ARTICLE X
OF THE HAWAI'I COUNTY CHARTER (2020 EDITION), RELATING TO THE COUNTY HOUSING
PROGRAM REVOLVING FUND,
Bill 153 is a Charter amendment bill that appropriates one percent of the County's annual
real property tax revenues into the housing program revolving fund. The passage of Bill 153 will
provide essential development of housing, to exercise the buy-back option running in favor of the
County and to pay for the costs of maintaining, repairing, renting, or reselling units purchased by the
County.
In my role as President and CEO of NPM Building Supply, I lead our company's 16 locations
and facilities on all major Hawaiian Islands. HPM is a diversified building material retailer, distributor
and manufacturer that closely follows the housing market and understand the urgent need for
affordable housing in Hawaii. With the current economic hardships we are all experiencing, we must
do all we can to support the community with opportunities to thrive.
Thank you for the opportunity to provide testimony in support of Bill 153 and I strongly
encourage the passage of this measure to help provide consistent financial support for the housing
program revolving fund.
