Date APR $ 21 _ RE: Testimony in support of Bill 156 Dear Chair Kaneali'i-Kleinfelder, Vice Chair Kimball, and Members of the County Council, I would like to submit this letter and written testimony in support of Bill 156, AMENDING CHAPTER 19, ARTICLE 7, SECTION 19- 53, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO REAL PROPERTY TAX VALUATION; CONSIDERATIONS IN FIXING. As proposed, Bill 156 will establish ceiling thresholds or assessed value limits per tax year for the various property classes as identified in SECTION 2. Chapter 19, article 7, section 19- 53 of the Hawaii County Code. This measure will protect respective property owners from experiencing dramatic and unanticipated property tax increases driven by a highly volatile and often speculative real estate market. As you are well aware, the business community of our Island is comprised of many long time locally owned and operated ventures employing a large number of our residents. These same locally owned and operated businesses are not financed through large corporations and therefore not able to readily absorb unanticipated expenses associated with the cost of doing business in Hawaii. These same expenses are often required to be passed on to the consumer in order to ensure financial viability and resilience. Bill 156 will provide a balance between rising property values and appropriate tax assessments and help to sustain our local businesses.
