While I can and do strongly support the intent of this bill in placing a cap on increases to property tax bills, it is still outrageous and insulting that this proposed cap is set at a rate that is 5 times the cap that is set for homeowner residential properties (151 v 3%). Why do we continue to discriminate against renters in favor of homeowners? This means that rental properties and renters(via their landlords),that are already charged for more than double the property tax to homeowners (considering the multiple exemptions available to homeowners),will now be subject to yet another increase based, not on the 3%cap, but the 15%proposed cap on these renter occupied properties. These taxes are most often passed on to renters every year and are one of the reasons that even fewer people are even building rental properties and rental rates keep soaring as the shortage grows. The solution is to instead do the homework and adjust the tax rates in an equitable and fair manner for everyone, instead of imposing such a regressively high tax on those that can least afford it?Alternatively I could support an amendment to limit the cap to 3%for all other tax classes with an increase of the minimum tax to$400 until a more thorough study and equitable solutions be implemented. Again Mahalo to all of you for considering this legislation. Mahalo, Frank Goodale Comm. N0. Lf. Date APR 1 9 2022 1
