Dear Chair Kaneali'i-Kleinfelder,Vice-Chair Kimball,and Members of the County Council,

I would like to submit this letter and written testimony on behalf of the Hawaii Island Housing=
Coalition in support of Bill 156,AMENDING CHAPTER 19,ARTICLE 7,SECTION 19-53,OF THE HAWAII
COUNTY CODE 1983 (2016 EDITION,AS AMENDED), RELATING TO REAL PROPERTY TAX VALUATION;
CONSIDERATIONS IN FIXING.
As proposed, Bill 156 will set annual tax year limits on the assessed values of various properties
to include affordable rental housing and apartments. With our community's growing housing crisis and
shortage of affordable rental units, establishing assessed value limits for such properties will afford
property owners with the opportunity and much needed tax relief to continue to provide essential
housing resources.
