No. 743/Bill No. 158 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 2:00 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 158, reports as follows: Bill No. 158, transmitted by Mayor Mitchell D. Roth, via Communication 743, dated April 1, 2022, amends Section 25-8-7 (North and South Kohala District Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the district classification from Agricultural-1 acre (A-la)to Single-Family Residential-15,000 square feet(RS-15) at Waimea, South Kohala, Hawaii, covered by Tax Map Keys: 6-5-007:045-0001 and 0002. Introduced by Chair Ashley Kierkiewicz, by request. Planning Deputy Director Jeff Darrow was present via Zoom and explained that this is a housekeeping measure to allow the applicants to subdivide the lot for the current residents to obtain ownership of their respective parcels. He further explained that the project is already built and many standard Conditions are already met. John Pipan, Land Planning Hawaii LLC, was present in the Kona Chambers to represent the applicant. Mr. Pipan reiterated that there are currently two homes on the parcel, and this subdivision will allow the applicant and his neighbor to obtain legal ownership of the lots their respective homes are on. He added that this type of zoning is common in the surrounding area. Committee Member Tim Richards further emphasized that this project is for housekeeping, it makes sense and voiced his support for the project. The vote was then taken on the motion to move this measure to Council with a favorable recommendation and passed with six "ayes,"with Committee Chair Kierkiewicz, Committee Members Villegas and Kaneali`i-Kleinfelder absent.
